Teleuyev Galym Baigazyevich was born on March 20, 1985, in the Kerbulak district of Almaty Region. He is a citizen of the Republic of Kazakhstan. In 1992, he entered the first grade of the Koksu Secondary School of the Kerbulak district, and in 2003 he graduated from the Maitobe Secondary School of the same district with honors. From 2000 to 2003, he was a multiple prize-winner of the Republican scientific competition of the Junior Scientific Academy. In 2003, he was admitted to the “Law Enforcement” faculty of the Almaty Law Academy of Kazakh Humanitarian Law University (KazGUU). In 2008, he graduated with distinction and received the qualification of “lawyer-specialist.” While studying at the university, he actively participated not only in academics but also in social activities. In 2008, he became a member of the youth debate club “Azamat – Youth Parliament” and won prizes in city and republican debate tournaments. In 2008, he entered the master’s program at the D. A. Kunaev University, majoring in 6M030100 – Law. In 2010, under the supervision of prominent Kazakh scholar, Doctor of Law Aitkhozhin Kabdulsamikh Koshekovich, he successfully defended his master's thesis on “Legal Issues of Organizing and Conducting a Referendum in the Republic of Kazakhstan”, earning the academic degree of Master of Law. On October 28, 2017, under the supervision of well-known Kazakh scholar, Doctor of Law, Professor Abdimanap Elikbayuly Bekturganov, he successfully defended his doctoral dissertation titled “Legal Regulation of the Use and Development of Renewable Energy Sources (Comparative Analysis of the Legislation and Practice of the Republic of Kazakhstan and Foreign States)” before the dissertation council for specialties “6D030100 – Law” and “6D030200 – International Law” at Al-Farabi Kazakh National University. On February 20, 2018, based on Order No. 289 of the Committee for Control in the Sphere of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, he was awarded the degree of Doctor of Philosophy (PhD) in the specialty 6D030100 – Law. During the preparation of his doctoral dissertation, his foreign scientific advisor was Christopher Kelley, Doctor of Law and Professor at the University of Arkansas School of Law (USA).
